It's the Goddess of Agriculture herself!
Curious to observe sentient life and understand how it carries on, Ceres had recently decided to descend from Mt. Olympus to the Earth below; disguising herself as a mortal while keeping her base appearance and proceeding living the vast majority of her time in a suburban development. A certain green Latios just happened to be her next-door neighbor whom she was immediately charmed by; occasionally gifting him small samples from her meticulously prepared garden.
The garden in her backyard appears to be as if an entire crew of professional botanists and architects had prepared it. Although, she has to keep the extravagance of it heavily in check as to not arouse suspicion!
She even took a job as a chef of a local restaurant as to observe the various ways mortals prepare the food she had cultivated in the wild. So far, she has been rather impressed by the staff's actions. A sure way to put a smile on her face is to see the same thing on others after they eat things graced by her otherworldly culinary skills.
Patient, wise, and compassionate; not one mean bone can be found within the vessel that is her perfected body, but she can be somewhat overbearing and intrusive at times. Also, keep in mind that she is not exactly a doormat when push comes to shove! And finally, as a side note: she secretly loves to have the bases of her ears scratched~
